The Building Department is responsible for the enforcement of
the various building codes and ordinances relating to the construction,
alteration, repair of, addition to, and demolition of buildings,
houses, garages, sheds, fences and other structures in the City.
This includes components such as electrical, plumbing, heating
and cooling, fire protection, driveways, parking lots and private
walks. The Property Maintenance Code is enforced by the Building
Department. The Building Department also participates in the
The Zoning Code governs various items such as permitted uses
in various zoning districts, setbacks of building and parking
lots from property lines, percentage of a parcel that can
be covered by buildings, and the number of parking spaces
required for a building.
Permits are required for construction, alteration, repair
of, addition to or demolition of all of the above-mentioned
structures and components. It is necessary to submit a completed
application with pertinent drawings and specifications to
the Building Department for the proposed work. This information
will be reviewed, and if determined to be in conformance with
applicable codes, the submittal will be approved. Upon payment
of all necessary fees by the applicant, a permit will be issued.
If a plan review is needed for the project, the review may take up to 30 days to complete before a permit is issued.
Engineering Department
The Engineering Department is responsible for overseeing
the construction of paving, curbing, sidewalks, sanitary sewers,
storm sewers, other utilities and their appurtenances in the
public right-of-way, and the enforcement of ordinances governing
grading and drainage on private property. The Engineering
Department also participates in the enforcement of the Zoning
Code.
If a plan review is needed for the project, the review may take up to 30 days to complete before a permit is issued.

Mr. Deichmann brings a wealth of experience to the City of
Parma in his dual capacity as building commissioner and engineer.
Prior to his appointment by Mayor Dean DePiero, he was the
Director of Engineering for the City of Solon. He also has
served in the same position for North Olmsted.
Mr. Deichmann majored in Civil Engineering at Case Western
Reserve University and also has a Masters Degree in Construction
Management from the same institution. He is a Professional Engineer,
a certified Building Official and a certified Plan Examiner.
