Home Improvement Program
Grants are offered to offset the cost of qualified interior and exterior home improvements provided to owner-occupied, low/moderate income single-family households. Examples include: roofing, plumbing, electrical, furnace replacement.

Housing Enhancement Loan Program (H.E.L.P.)
A home improvement loan interest reduction program offered through Cuyahoga County Treasurer Jim Rokakis. There are no upper income restrictions and money can be used for most non-luxury improvements to your home. Loans are offered at 3% below the bank’s market interest rate and are paid back over 5 years or 10 years if $12,500 or more is borrowed. Call (216) 443-2149 or visit the

Homes for Heroes
Provides 3% of the purchase price, maximum $5,000 forgivable down payment for first-time home buyers buying in Parma who are active/retired military or who are employed in most areas of law enforcement, firefighting and nursing.

First Time Home Buyer Down Payment Assistance
This is a loan to assist income eligible first time homebuyers with the purchase of a single-family dwelling in Parma. Loan is equal to 10% of the purchase price, maximum $10,000. Loan is forgiven over a period of 5 years.

Parma’s Project HELP
Project HELP allows grants to income eligible residents to prevent eviction, foreclosure or utility termination by bringing rent payments, mortgage payments or delinquent utility bills current.

Grass Cutting and Snow Removal Program
The City of Parma offers supplemental grass cutting and snow removal services for senior citizens and/or disabled persons.

Furnace Cleaning and Inspection Program
Senior citizens are eligible for a grant to help offset the costs of annual furnace inspections and cleaning by licensed and registered HVAC contractors.
Must be
age 65 or older and own your home. Program closed until August 1, 2012.
Sidewalk and Concrete Replacement Program
Replacement of damaged, heaved and/or dangerous sections of public sidewalk at no cost to the homeowner. Participation is limited and preference given to those homeowners who are of lower-income status, age 65 or older or handicapped.

Recycling Education and Support Services
Senior Safe at Home Program
Offers at least one emergency personal pendant necklace and one live voice emergency monitoring station at a reduced rate, or at no cost, for eligible senior citizens and the disabled. Eligible participants must be age 65 or over, live alone and be medically disabled and earn less than $36,300 per year.

Cuyahoga County Board of Health's Lead Safe Cuyahoga Grant
If you are the parent or caregiver for a child 5 years of age or younger, the Cuyahoga County Board of Health’s Lead Safe Cuyahoga grant can provide up to $8,000 of free work to remove lead hazards in your home. These repairs may include window and door replacement, house, porch and interior painting.  All work is performed by licensed lead abatement contractors. Residents, homeowners or tenants, of Parma can participate if they meet the income guidelines and have a child age 5 or younger who is in their home more then 20 hours per week. This may include parent, grandparents, or child care providers. Also all qualified participants receive a new vacuum.
