- Home Improvement Program
Grants are offered to offset the cost of qualified interior and exterior home improvements provided to owner-occupied, low/moderate income single-family households. Examples include: roofing, plumbing, electrical, furnace replacement. Income limits apply. Applications available April 1, 2008.
- Housing Enhancement Loan Program (H.E.L.P.)
A home improvement loan interest reduction program offered through Cuyahoga County Treasurer Jim Rokakis. There are no upper income restrictions and money can be used for most non-luxury improvements to your home. Loans are offered at 3% below the bank’s market interest rate and are paid back over 5 years or 10 years if $12,500 or more is borrowed. - Heritage Home Program
An exciting initiative tailored to 1-3 unit residences built
before 1957 that retain most of their original exterior character. Your
home is eligible for free on-site technical assistance, custom specifications
for bid and a low interest loan to complete a variety of interior and exterior
projects. This is an equity based loan with no closing costs, points or
income restrictions. Interest is tax deductible and financing is available
at a 3.5% fixed interest rate for a 10 year term. For additional information,

- First Time Home Buyer Down Payment Assistance
This is a loan to assist income eligible first time homebuyers
with the purchase of a single-family dwelling in Parma.
Loan is equal to 10% of the purchase price, maximum $10,000.
Loan is forgiven over a period of 5 years. Income
limits apply. Applications available January 2, 2008.
- Parma’s Project HELP
Project HELP allows grants to income eligible residents to prevent eviction, foreclosure or utility termination by bringing rent payments, mortgage payments or delinquent utility bills current. Income limits apply.
- Ohio Housing Finance Agency Refinance Program
Offers a 30-year fixed rate loan designed to help borrowers burdened by a change in circumstance such as divorce or change in employment, or by a lending product that no longer meets their needs such as interest-only or adjustable rate mortgage loans. - Grass Cutting and Snow Removal Program
The City of Parma offers supplemental grass cutting and snow removal services for senior citizens and/or disabled persons. Income limits apply. Grass applications available April 7-June 9, 2008. Snow applications available September 8 – November 10, 2008.
- Furnace Cleaning and Inspection Program
Senior citizens are eligible for a grant to help offset the costs of annual furnace inspections and cleaning by licensed and registered HVAC contractors. Must be age 65 or older and own your home. Applications available August 1, 2008.
- Sidewalk and Concrete Replacement Program
Replacement of damaged, heaved and/or dangerous sections of public sidewalk at no cost to the homeowner. Participation is limited and preference given to those homeowners who are of lower-income status, age 65 or older or handicapped. Waiting list taking applicants starting March 3, 2008.
- Recycling Education and Support Services
The coordination of community recycling events, recycling outreach and recycling education programming.
