The Human Resources and Purchasing Department is comprised of and responsible for several important functions for the City of Parma. The Purchasing area includes general supervision over the purchases and contracts for all supplies and services for the City. The purchasing employees maintain our office supply storeroom inventory and ensure that all employees have necessary office supplies on time. In addition, the purchasing employees obtain the best and lowest prices on all the materials and equipment purchased by the City through competitive formal and informal bidding processes. The purchasing staff also look to develop relationships with local businesses to support our local economy.

The Human Resources area is responsible for the proper recruitment, employment and retention of employees; administration of all employee benefits including health insurance, life insurance, retirement benefits, deferred compensation, flexible spending plans and our employee assistance program. In addition, human resources employees are responsible for administration of our worker's compensation program and proper retention of all employee records. The Human Resources staff coordinates training and other employee HR programs.

This Human Resources and Purchasing Department sorts, delivers and meters over 300 pieces of mail delivered to and sent from the City Hall each day. In addition, our staff handles the main telephone line into City Hall.

Elayne M. Siegfried grew up in Parma and is a graduate of Parma Senior High School. She graduated summa cum laude from Shippensburg University where she earned a BA in Government. Mrs. Siegfried holds a law degree (cum laude) from Case Western Reserve University School of Law.

Before being appointed Director of Purchasing and Human Resources for the City of Parma, Mrs. Siegfried has been practicing law and administering various programs in Northern Ohio. She has been the Administer of the Huron County Child Support Enforcement Program, a Managing Attorney for the Medina office of Community Legal Aid Services, Inc., and the Director of the Volunteer Legal Services Program for Community Legal Aid.

Mrs. Siegfried is a member of the Parma Area Chamber of Commerce, the Ohio State Bar Association, and American Bar Association. She is a member of the North Chapter of International Public Managers for Human Resources and the Society for Human Resources. Mrs. Siegfried is a member of the Montville Township Zoning Commission and the Medina County Planning Commission. Mrs. Siegfried’s family are members of Saint Francis Xavier Church where she is a liturgical minister.
