City General Fund Revenues & Expenditures

Revenue:
The City of Parma receives a majority of its operating money from municipal income tax. Miscellaneous income includes interest earned, licenses, permits & fees. (65.32% Parma Municipal Income tax, 14.25%, State Shared Taxes, 10.56%, Property Tax, and 9.87% Misc.)

Expenses:
Safety & Service expenditures account for more than 65 percent of the city's general fund expenses. (55.67% Safety, 21.25% other, 10.13% for Service, 7.29% for the Parma Courts, and 5.66% for Recreation)

Property Tax Rates

The City of Parma has one of the lowest municipal portions of property tax rates in Cuyahoga County. Parma is the seventh largest city in Ohio and has the lowest budget of all major cities in Ohio.

The Parma real estate tax is 90.60 mills per $1,000 valuation. Of this amount, the City of Parma receives only 5.62% or $5.10 per $1,000 valuation. (Parma Schools receive 71.97%, Cuyahoga County receives 18.16%, City of Parma receives 5.62%, and the Cleveland Metroparks receive 4.25%)

Preparing & Filling Your Annual Return

Your annual return is due by April 16, 2007. It can be mailed using the enclosed envelope or filed in person at Parma City Hall. Bring all necessary W2, 1099's and etc. to the Division of taxation at City Hall during business hours.

Treasurer Zielinski was appointed to this position on July 6th, 2005. He was then elected to a four year term in the November 2005 election. Treasurer Zielinski's focus in this office is safeguarding the public's money and making sure the investments that are made are both safe and earn a competitive rate of return. Also, service is a benchmark for Treasurer Zielinski's office. He is focused on having his office as efficient and service oriented as he can for the taxpayers of this community.

Before holding this position, Treasurer Zielinski was a councilman in Ward 8 for 7 ½ years. While a councilman, Treasurer Zielinski was the Majority Leader and Finance Chairman who worked energetically for his residents and also was successful in building public/private partnerships. He also is a Democratic Precinct Committeeman and served on the City of Parma's Zoning Board of Appeals.

Treasurer Zielinski is a product of the Parma City School District and holds both undergraduate and graduate degrees from Cleveland State University. He is the proud father of son Anthony, age 9.
