Public Records Policy

Public records are documents that relate to the business or activity of the city.

Records requests for Parma City Hall should be made to the public records custodian, Carolyn Kovach. Those requesting records should be specific with their requests and not overly broad so the public office can identify, retrieve and review the records. Note that personal information is redacted from records.

Requests may be in writing (PDF)/(fillable form) (PDF) and emailed to Carolyn Kovach. When submitting a request via email, please include an email address and/or phone number. Requests may also be made via phone at 440-885-8181 or in person at Parma City Hall. Requests in person must be done during regular business hours, 8:30 am to 4:30 pm, weekdays, excluding Saturday, Sunday and holidays.

Public records (hard copies or electronic files) will be made available within a reasonable period of time. There is no charge for emailed electronic files. Digital files transferred to a USB flash drive will be charged to the requestor based on the city's cost of the flash drive. Copies made on paper are 5 cents per page. There is no charge if the total pages provided for the requestor is nine pages or less per day. The public records custodian or other authorized officer, employee or representative will make the copies.

Any denial of public records requested in part or in whole will include an explanation for the denial.
