North Coast Housing Connections
North Coast Housing Connections (NCHC) is a federally funded rental assistance program for low- to moderate-income families.
NCHC administers 802 Housing Choice (Section 8) Vouchers throughout Cuyahoga County. It works to ensure its staff and participant partners follow all federal regulations. Our mission is to provide the community we serve with access to quality affordable housing opportunities and to offer a path to self-sufficiency through our voluntary Family Self-Sufficiency (FSS) Program.
NCHC board of commissioners includes the mayor, city council, city auditor, city treasurer and law director.

2026 Small Area Fair Market Rents (SAFMRs)
North Coast Housing Connections (NCHC) has been designated by the Department of Housing and Urban Development (HUD) as a Small Area Fair Market Rents (SAFMRs) agency and, in accordance with 24 CFR 982.503 (b)(1)(i), was required to implement SAFMRs-based payment standards no later than Jan. 1, 2025. SAFMRs are fair market rents calculated at the zip code level, rather than the entire metropolitan area. SAFMRs more accurately reflect the local market and give families access to low-poverty areas by providing rental assistance that makes the higher rent in such areas affordable.
Opportunity Atlas Maps for Voucher Holders to Use when Evaluating Areas in which to Lease
North Coast Housing Connections (NCHC) provides maps to Federally-assisted rental housing voucher holders that show various areas with housing opportunities outside areas of poverty or minority concentration as well the characteristics of those areas. When using your voucher, consider searching for housing units areas where the color-coded scale at the bottom of each map shows beneficial rates associated with high-opportunity areas. The Opportunity Atlas is a map tool that shows how children from low-income families have historically fared as adults, based on income, education, and incarceration rates, depending on where they grew up. This helps identify neighborhoods that may offer better long-term outcomes for your family.
